Pupils now can learn traffic rules in newly built training fields for cyclists

Project "Traffic safety near schools" envisages enhancement of traffic safety near schools, while decreasing the number of traffic accidents and improving quality of education programs for training of cyclists. Three training fields for cyclists have been set up and, as the school year will start, pupils will have a chance to acquire skills for safe cycling down the streets of Jelgava.

Coordinator of the project Edmunds Valantis remarks that project is implemented in cooperation with the partners from Sweden. The necessity for such project can be justified by the unpleasant statistics of the road accidents in Latvia - children suffer in every fifth road accident. By understanding that, the municipality pays much attention to the development and promotion of the public transportation and cycling opportunities. Excellent transportation certifies the accuracy, tidiness, healthy environment and comfortable transportation of the city. Moreover, cycling is healthy, is environment-friendly, is cheap and saves energy.

Two of the newly set up training fields are situated in the territory of Jelgava elementary school No.4, Pulkveža Oskara Kalpaka Street. One of those training fields is situated near the building and is imitation of crossroads so that pupils will be taught how to act on road accordingly. The second training field is in the sports field of the school - here pupils and everyone else can try riding hurdles, special equipment helps cyclists to learn how to keep balance while driving. Third training field is situated near Jelgava secondary school No.6, Loka main. "KULK", Ltd constructed all these training fields.

  • Seminar "Sustainable Environment Together" 28-29.09.2006

At the end of coming September we are celebrating our annual environmental
week for the 10th time here in Lahti Region and this time we wanted to
organize a bigger seminar event on thursday and friday, the 28 and 29.9.
for the benefit of the environment in our famous Sibelius Hall by the lake Vesijärvi.

On Thursday we´ll have a local agenda seminar for local developers and
citizens in Finnish language and on Friday, a national/partly international seminar on local agenda issues with international speakers, too, and the seminar language is English/Finnish.

The purpose of the seminar on Friday local agenda issues is to take a look
on local agenda activities of town regions in 21th century and to create
tools for facing future challenges and to learn from others experiences
how to promote sustainable development at the local level.

The target groups of this seminar day are environmental developers and
decision makers and those interested in the Aalborg commitment in town
regions in Finland as well as around the Baltic Sea area.

  • The Days of German culture in Kronstadt

The administration of Kronstadt, supported by the Committee on external relations of Saint-Petersburg and the General consulate of the Federal Republic of Germany in Saint-Petersburg are planning to hold the days of German culture in Kronstadt from 11 to 16 September 2006. The event is planned to strengthen friendly relations between the people of Russia and Germany and to give more information to the citizens of Kronstadt about culture and traditions in other countries.
The guests from Muhlhausen, Kronstadt's twin-city in Germany, will visit the city these days and take part in the program, which will differ from demonstrating German films in the cinema to conducting a round-table for Russian and German entrepreneurs.

Cesis is open for investments.

The Cesis City Council has prepared an informative material on pieces of land belonging to municipality and has announced tender of investment attraction for several pieces of land. These pieces of land are located in the city areas, where production, construction of commercial and public objects and low residential buildings are provided.
 Geographically Cesis is located 87 km from Riga, between two significant transport corridors - Riga - Veclaicene and Incukalns - Valmiera.
Cesis is rich of nature and cultural heritage. Thus, the most typical types of entrepreneurship are: light industry, tourism, information technologies and rendering of services. Basing on Cesis City development plan, tourism, wood-processing, food-processing and IT will be the prior tendencies of entrepreneurship in the city in the future as well. Currently, the largest enterprises of Cesis city are a brewery, a honey processing plant, a meat processing plant, bakeries, a printing house, a drinking water processing plant, a market garden, different companies rendering tourism services, providers of transport services and a reference and information centre. There are 30 enterprises per 1000 citizens of the Cesis city, and it is a quite high rate in comparison to the average situation in Latvia. To promote the development of economic environment and entrepreneurship in the city, the Cesis City Council has gathered information on investment territories and offers them to the interested persons.
There are several pieces of land in the Cesis city belonging to the municipality and individuals, however, they are not managed. During organization of sustainable development of these territories, the Cesis City Council has decided to attract investors (physical and legal entities), which are interested in expanding or starting their entrepreneurship directly in Cesis. The informative material is prepared on pieces of land belonging to the municipality, and a proposal is announced for investment attraction for several pieces of land. These pieces of land are located in the city areas, where production, construction of commercial and public objects and low residential buildings are provided.
Thus, the Cesis City Council calls all the interested persons to submit their investment proposals for development of these pieces of land to the Council. Proposals of development projects for each piece of land have to be submitted to the Cesis City Council in written form of maximum two A4 sheets by 2 June 2006. The following aspects should be included in description: objectives of the project, amount of planned investments and terms of execution, project compliance with the Cesis City Development Plan and Territory Layout and other aspects specified in the call.

  • Theatre fire through Estonia – theatre day and big anniversary concert of Estonian theatre, Tartu Song Festival Grounds, 12 August 2006

In Estonia , the year 2006 has been declared the Estonian Theatre Year to celebrate the 100th anniversary of Estonian professional theatre. In 1906, the opening of a new theatre house and the birth of the professional theatre company Vanemuine in Tartu marked the beginning of the history of professional theatre in Estonia .

Among other events, the tradition of the travelling theatre will be revived in the Estonian Theatre Year. Over the summer, the theatre students of University of Tartu Viljandi Culture Academy and Estonian Academy of Music and Theatre will visit each Estonian county and hold a mighty theatre day there involving a procession, different performances, a concert with the rock band Genialistid, etc. On 12 August, the travelling theatre and fire reach Tartu .

In addition to the regular programme of the travelling theatre, a big anniversary concert of Estonian theatre will be held on Tartu Song Festival Grounds on the evening of 12 August. At the concert dedicated to the 100th anniversary of the Estonian professional theatre, actors from all Estonian theatres will sing together with the local Vanemuine Symphony Orchestra, the band Verevennad, Vanemuine opera choir and many others. The concert will be one of the highlight events of the Estonian Theatre Year and at the same time a continuation to what is becoming a tradition in Tartu – a gala concert on the Song Festival Grounds at August night as these have been held since 2003.

Gävle has a strategic position for conveyance of goods and the Port of Gävle is working hard to become one of Swedens most important centres of logistics. Gävle has a very good position. We are central in Sweden - all by the sea - with fast connections for trains, aviations and roads.

The Port of Gävle is one of Sweden's biggest import and export ports with scheduled traffic to Great Britain, the Mediterranean, the east coast of USA and to a lot of other places in the world.

We are the third biggest port in Sweden after Gothenburg and Helsingborg when it comes to handling containers and the tenth biggest port in Sweden regarding tonnage.

Gävle Container Terminal is a dedicated company for the future expansion of container cargo.

The terminal will be operative by August 2006. It is Gävle Container Terminal AB that will be the terminal operator. In close cooperation with the Municipality of Gävle, we are now investing in a new port wich will meet the future needs of capacity.

  • Hanse Sail Rostock:
    The Navy, a harbour symphony and the "Prinzen"

An extra-special meet: In August Hamlet and Störtebeker, Marco Polo, Roald Amundsen and Pippilotta will all come together in Rostock. It is neither the Danish prince, the pirate nor the heroine of all children who will meet, but the Schooner, Barquentine and 3-masted-schooner. They are among the altogether 250 tallships and museum ships, which are expected at the 16th Hanse Sail in Rostock from the 10th to the 13th August. As flagship, the German Navy's sailing school ship GORCH FOCK will lead the colourful field of Brigs, Barques, Sloops and Schooners. Rostock's festival for the beautiful ships has belonged to the world's biggest meets for traditional sailing ships for many years.

There is no Hanse Sail where you can't take part in the sailing. On the four days in August sailing ships invite visitors to sail along on day and evening trips. On Thursday (10/08) and Sunday (13/08) there are still plenty of trips on offer, but there are only a few left on Friday and Saturday. Trips for a few days are on offer as part of the 10th Baltic Sail, which will lead to Rostock from Karlskrona (S) to Hanse Sail Rostock and from here to Helsingor on the 13th August as well as to many other locations.

The highlights of Hanse Sail Rostock will again be the regattas of the traditional sailing ships and the huge fireworks display on Sail-Saturday (12/08). Once again there will be a meeting of historical canons. An international market is now traditional along the colourful pedestrian area, where Lithuania and the Sail's partner country of Iceland will present themselves with touristic and cultural offers. Amongst other things on the four-day Sail programme are Middle Age spectacles, shanty singing with seven choirs and popstar Jürgen Drews (12/08). On the beach in Warnemünde the SEAT Kitesurfing Trophy will take place. The best German kitesurfers will fight it out for points and places at one of the scoring stages of the German Championship.

  • Lake Victoria Regional Local Authorities Co-operation
    An Internship in Entebbe/Uganda

As a student at Leipzig University, Germany, and listener of African Studies I got the chance, via mediation of UBC actors, to obtain practical experience inside LVRLAC from March to June, 2006.

The organization of LVRLAC is still in its inception period and during my time there I could sense its potential for becoming a major actor in the Lake Victoria Region and East Africa. The reason for the establishment was the awareness of the many varied environmental, economic and social challenges the Lake Victoria Basin is facing and commonalities and similarities in the problems. Local authorities are responsible for the delivery of services such as water supply, sewerage systems, housing, roads, primary health care, social service, and education. Those services, which may seem a matter of course in the UBC region, are still underdeveloped in the Lake Victoria region. I could observe that not only in Entebbe and Kampala, but also during my travelling in the region, especially in Tanzania.

LVRLAC has managed to promote local authorities as key players in the sustainable development of the Lake Victoria Region. To improve the situation in the Lake Victoria region LVRLAC needs technical equipment for their work and communication between the members. During my internship I could observe the enormous challenges the secretariat faces to communicate with other members when people cannot be reached via email, for instance.
However, besides all difficulties, LVRLAC is a very ambitious organization - employees are very well motivated, hard working and determined to make a change. For them, in order to be successful and reach LVRLAC goals in the long run, continuous support from more experienced and advanced network organizations like UBC is very important.

For me, these three months I spent at the secretariat in Entebbe, Uganda, taught me a lot not only about the organisation itself but also about my host country Uganda as well as the Lake Victoria Region. That was such an interesting and fruitful experience for me that I decided to look for another opportunity to return to this area and work there.

The city of Szczecin, Poland and METREX, in association with the European Commission, DG Regio, are pleased to invite practitioners in European spatial planning and development to celebrate the 10th Anniversary of METREX through a review of the State of Practice - the body of knowledge - Looking back, looking forward.

A particularly warm invitation is extended to the Union of the Baltic Cities members.

Objective of the Conference
The objective of the conference is to exchange experience, information, knowledge, expertise and understanding on the key issues facing European metropolitan regions and areas today and in the future. The Conference will draw on the body of knowledge within METREX and reflect on the achievements of the Network over the past decade - looking back - and the challenges for the coming decade - looking forward. The objective will be to provide a milestones event at which practitioners can draw on the wider European State of Practice to improve the effectiveness of practice in their own metropolitan regions and areas.

Form and content
The Conference will draw on the practical experience of the METREX Network on all aspects on metropolitan affairs. One of the key functions of strategic planning at the metropolitan level is to take a wider, and integrated, view, over the longer term. The Szczecin Conference will provide such an overview of practice, looking back over the past decade of METREX activities and projects and looking forward to new and emerging issues.

The conference sessions are based on keynote presentations on themes, illustrated and developed by relevant case studies and then explored in depth through interactive Moderated Forums.

  • Sail Training International Annual International Conference on 17-19 November 2006

The port city of Szczecin, Poland, one of the host ports for The Tall Ships' Races (Baltic) in 2007, will host the Sail Training International Annual International Conference on 17-19 November this year.
The conference will once again be a must to attend the event for everyone involved with sail training for young people or Tall Ships events organised or endorsed by Sail Training International.
The Host Port Seminar will include joint port meetings for all future Tall Ships' Races contracted ports as well as three workshops on Economic Impact Studies, LO and other Volunteers and Host Port Financing.
The Sail Training Seminar will include youth presentations on the Szczecin Programme for Maritime Education and the Warsaw Education under Sails Programme. In addition there will be two themed workshops on International Professional Development Schemes and Safety.
Conference and Seminar facilities will be provided in the University of Szczecin. In addition, the Maritime Academy of Szczecin will run a Youth Maritime Education programme to coincide with the Conference. This will be organised for sail trainers and young trainees from Baltic countries. The programme will focus on sailing and navigation skills, with a social programme including a disco, shanty music festival and sports.

We are almost ready to go!
The Youth Council in Nykobing F (NUR) is proud to present the number one youth event this summer. YOUTH CULTURE ACROSS BORDERS (YCAB).

Target Group
Youngsters between the age of 15-25, and adult youth workers.

Purpose
NUR expects that the benefit in this exploration and challenge for the participants will be that they will take an active part in the development of their own local environment; that they will become active 'change agents'. The participant will learn how to express them selfs by using theatre, film, music, journalism, interactivity and other media. They will also experience their own cultural identity in a European context. They will gain knowledge about new working methods/ media and develop new creative competences in use for personal expression, firmness and behaviour. They get new inputs and inspiration on how their ideas and contribution can be a part of the local change and development. They will learn about different European youth environments. Do we have the same challenges? What are the differences? Can we learn from each other and maybe help each other?

Theme
Since the planning and participants is youngsters from Sweden, Germany, Denmark and Norway the head theme is both formulated in a Nordic tongue and English.
1. Arts and 2. Politics. Learning activities/ platforms will be workshops with dynamic interaction between tutor and participants. Communication and practical tools/ methods will be used in issues like: Democracy, influence, ideas, precentation, racism, motivation, speech making, participation, innovation, creativity, cultural awareness and youth empowerment through interactive-methods.

GDYNIA (3.07.2006)

  • Lithuanian Cultural Days

In autumn 2006 Lithuanian Embassy in Poland in cooperation with Polish cities and their Lithuanian twin partners will organise the Lithuanian Cultural Days.

Within this event Gdynia and its Lithuanian twin city - Klaipeda will hold the Klaipeda Days in Gdynia. The objective of this undertaking is to present culture, tradition, economy, tourism as well as cuisine of the Lithuanian partner. The event will not only be an important factor in mutual cooperation but will also contribute to the promotion of Lithuania and its cultural heritage among Polish people.

Klaipeda Days in Gdynia will consist of several interesting events, among others The International Autumn Fair Gifts of the Earth scheduled for September 22-24, 2006 in "Kolibki" Park in Gdynia. The fair will be an ideal occasion to taste typically Lithuanian dishes, such as cepelins, potato pudding as well as famous Lithuanian bread. Additionally, within the Klaipeda Days in Gdynia a photographic exhibition will be held in the Ratusz Gallery of Gdynia City Hall. Scheduled for September 21 - October 11, 2006, the exhibition will present the beauty and charm of Klaipeda. This event will be followed by another exhibition which will present works of art created by Klaipeda artists. Organised in cooperation with Lithuanian Minor History Museum, the art exhibition will be held on November 25 - December 23, 2006 in new premises of Gdynia City Museum.

MARIJAMPOLE (3.07.2006)

The folowing events will be organized in the City of Marijampole city in the second half of the 2006 year:

1. 15 August 2006 - The assumption day will be held in Tautkaiciai village- the district of Marijampole Municipality. It is traditional international barn theathre event, presenting alive crafts and variuos barn theathres from Lithuania and foreign countries.
2. 1 September 2006 - The liberty day event. There will be organized variuos concert, sport competitions, presentation show of Lithuanian military technique and so on.
3. October (The day is not confirmed yet) - will be organized Plant day of Marijampole municipality in Marijampole city.
4. 2 December 2006 -The setting event of Christmas tree.
5. 31 December 2006- New Year event, will be held at J. Basanavicius square in Marijampole city centre.

  • "Almedalsveckan"     

Meeting place in the best meaning of the word
The "Almedalsveckan" has grown to become the largest meeting spot for political parties, NGO's, trade unions and many many more.
The political parties on Gotland in cooperation with the Municipality of Gotland arrange the Almedalsveckan.

It all began with Olof Palme
In the end of the 60'ies when the Social Democratic party on the island took the initiative and asked Olof Palme to hold a speech in the Almedalen area. Olof Palme and his family used at the time to spend their summer's vacation on Farö island
The first stage consisted of an old lorry platform at an area called "Kruttornet", with spectators numbering of a few hundred people. It all grew steadily in the beginning of the seventies when a growing number of party leaders started participating. The single speech in "Almedalen" developed gradually into the "Almedalen week".
From the middle of the nineties have even other players, a part from the political parties chosen to locate seminars during the Almedalsveckan. The number of seminars has multiplied during the later years, from six in 1998 to around 30 seminars and other arrangements during 1999. The record year of 2005 the number of arrangements counted 250 and this year we're expecting 463 arrangements and about 175 organizers. At the rate as the Almedalsveckan has grown, the more journalists have come to cover the political speeches and different seminars. 250 journalists were accredited in 2005, and for this year's event we have listed 378 journalists.

An exiting meeting place
The political parties arrangements is the strength and the foundation for the Almedalsveckan. Together with the local business sector, NGO's, trade unions and other participants, they create a good and enriching climate for meetings and fruitful networking. The marketing value of Gotland as a meetingplace and tourism area is very, very big.
