Success Factors (2000 - 2001)


The Success Factors in Local Environmnetal Policy for Local Agenda 21 and EU Enlargemnt in the Baltic Sea Region Project (SUFA Project) supported Local Agenda 21 work, local environmental policy and EU approximation in the Baltic States, Poland, and the whole Baltic Sea Region. SUFA consisted of four components, which are briefly introduced below.

Baltic Roundtable on Local Environmental Policy

The Baltic Roundtable created dialogue between the national and local levels in the Baltic Sea Region countries. It gathered together forty representatives

of environmental ministries, local authorities, and the European Commission. Themes included:  (1) organising national policies to support local sustainable development, (2) EU Enlargement and new European environmental policies, and (3) co-operation of different networks.

Research and Analysis

mea2.jpg (6344 bytes) The Research and Analysis part of SUFA concentrated on why some Local Agenda 21 Processes become successful. It analysed the institutional success factors in municipalities. For comparison, the analysis was carried out concentrating on Baltic and Nordic good practice cases, respectively.
The results are published in the Success Factors Review. Also this review is available to all interested from the UBC Commission on Environment Secretariat, and here (pdf ~ 820 KB).

 

Local Agenda 21 Training Course

Lecture.gif (5122 bytes) The training course supported Local Agenda 21 practitioners in their work in the Baltic States and Poland. The course was based on three workshops and weekly distance training utilising e-forms of communication.
The participants of the course are now eager to share their new skills with others. Many of them are willing to help new municipalities starting Local Agenda 21. For more information on some of these people, please, see the personal profiles' chapters for the Baltic States and Poland here (pdf ~ 620 KB). The publication is also available from the Commission on Environment Secretariat.

Information Campaign

Maili.gif (2812 bytes) The information campaign, together with the Baltic Roundtable, aimed at creating support and motivation, and distributing necessary information for Local Agenda 21 work in the target countries.
The target groups of the campaign included city leadership, and environmental, and Local Agenda 21 experts in the Baltic States and Poland. Within the campaign, four publications were produced and diseminated: The Roundtable Report, LA 21 Human Resource Report, Success Factors Research Report, as well as a special publication for city leadership, the INVEST IN YOUR CITY, LA 21 Good Practice Review. This review has gained lot of positive feedback for its ambition with regard to the target group, as well as contents and style.

All publications are available to all interested from the UBC Commission on Environment Secretariat. The Good Practise Review can also be found here (pdf ~350 KB).  

 

The Success Factors in Local Environmental Policy for Local Agenda 21 and EU Enlargement in the Baltic Sea Region Project (SUFA Project, 2000-2001) is a common project of the UBC, ICLEI and Åbo Akademi University. In addition to the project partners, the project was co-funded by the European Commission DG Environment, Finnish Ministry of the Environment, the Nordic Council of Ministers, and the City of Turku.
