Local Agenda 21 in the City of Aarhus, Denmark

The City of Aarhus has put sustainability on the agenda in the overall municipal plan. The Municipality has publicized a proposal for an overall plan with visions and strategies for the 21st century.

The proposal is based on sustainability in three dimensions, which are naturally interrelated:

Social and cultural sustainability

- or in other words, which qualities are to be important in the future welfare society.

The City will work on behalf of individualsī personal responsibility as well as that towards the community, towards the active participation in the community life of the citizenry and their influence on local questions. The city has a declared policy that refugees and immigrants are to be integrated in community life on equal terms with other inhabitants.

Economic sustainability

The City is planning for continuous economic growth with the view to provide (economic) room for the maintenance of a welfare society as well as the handling of environmental questions in a satisfactory manner. Some problems should be handled through changes in economic behaviour - changing consumer habits, i.e., through campaigns concerning water and energy-saving, ECO-auditing, etc.

Physical sustainability

The city will continue its efforts to protect vital resources (i.e., fresh-water for future generations) as well as minimizing the consumption of energy and resources. Physical sustainability is also about initiatives that as a whole make the city attractive as a living-place for both citizens and visitors.

The visions and strategies for the 21st century are to be supplemented by an action plan with more specific (concrete) initiatives concerning the three dimensions of sustainability.

The action plan will span 4 years, after which it will be revised. It should be seen as a tool by which the direction of the development can be measured and necessary adjustments made.

The proposed plan is under public debate until April 1997. It is expected that the City Council will accept the plan in June 1997.
