The Baltic Environmental Forum (BEF) project was started in June 1995. It was founded to enable the three Baltic States (Estonia, Latvia and Lithuania) to coordinate exchange of information, expertise and experiences in the environmental field. The BEF acts mainly as a facilitator for information exchange and active cooperation among the Baltic States - it is not its job to provide expertise in solving environmental problems. When such expertise is required, the BEF may recruit consultants. The goal of the BEF is to strengthen the influence of the Baltic States on decisionmaking on the international level by cooperating and coordinating activities following the example of the Nordic Countries, which are showing how effective and powerful the voice of closely cooperating countries can be. The BEF brings decision-makers together with the middle and lower management of the administrative bodies, to ensure that the information discussed on the international and national level by only a few persons is more widely disseminated. The BEF is also an active organizer of seminars. For instance, during the first two years of its existence, the BEF has carried out nearly 50 events with a total of approximately 1000 participants.
