Environmental Attitudes of Municipal Staff and Town Councillors in Tartu, Estonia

The City of Tartu has carried out an extensive survey on the environmental attitudes of its staff and decision makers. This preparatory work was essential in order to set the future targets and compose the Tartu Agenda 21.

The survey was carried out in January 1997. A total of 325 questionnaires were sent to the city government and its departments, the city office and city council. Their interest towards the survey was substantial and 88 % responded to the survey. The only exception were the city councillors whose percentage was low, only 27 %.

The survey included questions regarding:

• noise level
• air quality
• drinking water
• waste management
• legislation
• green areas and recreation sites
• future expectations
• management of environmental issues

In general, ¾ of the city officers considered the state of the environment in Tartu satisfactory. The respondents regarded insufficient financing, lack of human and material resources as well as lack of information on the state of the environment as the major obstacles on the way towards a more sustainable Tartu. The majority of the respondents expressed their interest in environmental education and training.

The survey and its results were interesting, but it would also be interesting to know the opinions of other groups and inhabitants of Tartu as well.
