The UBC Secretariat is located in Gdańsk in Poland. Its responsibilities include:

• coordination of UBC daily work and activities
• communication with member cities and other organisations
• administration of the institution
• production and distribution of Union reports, documents etc.
• organisation of Union conferences, meetings and events
• management of Union finances
• publication of the UBC bulletin and other publications
• Union representation at conferences and meetings
• assistance to Commissions and other Union bodies

The staff of the UBC Secretariat consists of the Secretary General Paweł Żaboklicki and two assistants: Anna Sośnicka and Anna Dargiewicz.
