UBC EU-Coordinators Network

Why an EU-Co-ordinator?

EU membership affects practically every field of local authority activities and policies. Some areas are only marginally affected, whereas the impact of EU in other areas is substantial. EU membership also gives new possibilities and prospects for the cities.

UBC is promoting the UBC Member Cities to establish a position in their administration as EU Co-ordinator. The intention with the UBC EU Co-ordinator Network is to support the persons holding that position in the city.

There are EU Co-ordinators in practically every local authority in the Scandinavian countries. They have formed their own national networks: In Sweden and in Finland they are national, in Denmark they are regional, connected with a regional office in Brussels. Now UBC is creating a network on Baltic Sea Region level.

How does an EU Co-ordinator works?

The EU Co-ordinator task is to co-ordinate information on EU to the various city departments, to assist in EU related activities and to promote city departments to take active part in projects and other EU activities. The EU Co-ordinator works across city sectors.

The title of the position can differ, but he must have support from the highest level in the city.

An EU Co-ordinator must be able to have a general perspective on the city and not be a specialist in a narrow field. It is more important to have educational skills than to be an EU specialist. He must have good English skills and be able to take own initiatives.

The EU Co-ordinator should be able to work in networks, giving and getting information. The UBC EU Co-ordinators network is one of these networks.

What is the UBC EU Co-ordinators network?

The activities so far include:

  • Riga November 1998: Introduction, planning, the need for a EU Co-ordinators network
  • Tartu January 2000: The role of the EU Co-ordinator in the local authority.
  • Vilnius May 2000: The integration process to the European Union.
  • Jekabpils September 2000: EU-projects
  • Creation of a UBC EU Co-odinators Network e-mail list for exchange of information between the members of the network.
