Founding Conference, Gdańsk,19-20 September 1991
The Conference of the Baltic Cities was held in Gdańsk in the Theatre "Wybrzeże" premises 19 - 20 September 1991 upon the invitation by the President of Gdańsk City. The Conference was attended by the delegations of 45 cities as well as several international organizations and institutions. The Conference was opend by Mr Andrzej Januszajtis, the Chairman of the City Council of Gdańsk.
INAUGURATION OF THE CONFERENCE During opening session following statements were presented: Mr. Franciszek Jamroz - President of Gdańsk; Mr. Jan Krzysztof Bielecki - Prime Minister of Poland; Mr. Anker Joergensen - President of the Nordic Council; Mr. John Morgan - representative of the Council of Europe; Mr. Harald Velner - Chairman of the Helsinki Commission. BALTIC CITIES - GENERAL EXPERIENCE FROM COOPERATION AND INTEGRATION This agenda item was presented during first plenary session and was chaired by Mr. Michael Bouteiller, Mayor of Lubeck and Mr. Aleksander Petukhow, Deputy Mayor of St.Petersburg. Representatives of some cities presented short reports concerning general presentation of their Cities and experience from cooperation. PURPOSE AND AIMS OF THE UNION OF THE BALTIC CITIES This agenda item was discussed during the second plenary session chaired by Mr. Anders Engström, Mayor of Kalmar and Mr. Jacek Starościak, representative of Gdańsk. Mr. Jacek Starościak, representative of Gdańsk, former President of Gdańsk, presented goals and objectives of the Union of the Baltic Cities. The delegations of the Baltic Cities had a very effective discussion after this statement expresing many amendments to the Statute of the Union. The discussion concerning the Statute of the Union was finalized during the third plenary session chaired by Mr. Pekka Aalto - Deputy Mayor of Turku. Representatives of the Baltic Cities adopted the final version of the Statute of the Union. TELECOMMUNICATION AROUND THE BALTIC SEA The working group concerning telecommunications worked paralelly to the plenary session and was chaired by representative of Kalmar and Riga. Delegations from Baltic Cities had taken part in interesting discussion. The participants prepared Report, which was presented and adopted during third plenary session. ENVIRONMENT PROTECTION OF THE BALTIC SEA AND THE BALTIC CITIES The working group concerning environment protection of the Baltic Sea worked paralelly to the plenary session and was chaired by representative of Aarhus and Turku. Delegations from Baltic Cities had taken part in interesting discussion. The participants prepared Report, which was presented and adopted during third plenary session. TRANSPORT AND MARINE INDUSTRY The working group concerning transport and marine industry worked paralelly to the plenary session and was chaired by representative of Gdańsk and Kaliningrad. Delegations from Baltic Cities had taken part in interesting discussion. The participants prepared Report, which was presented and adopted during third plenary session. INITIATION OF THE UNION OF THE BALTIC CITIES The fourth plenary session was chaired by the Mr. Olaf Christensen - Deputy Mayor of Aarhus and Mr. Povilas Vasilyauskas - Mayor of Klaipėda. Representatives of the Baltic Cities declare their will to establish the Union of the Baltic Cities in accordance with the Statute, which together with Declaration shall be treated as the founding documents of this Union. Representatives of the Baltic Cities, signed the declaration of initiation of the Union of the Baltic Cities. ELECTION OF PRESIDENTS OF THE UNION, THE EXECUTIVE BOARD AND LOCATION OF SECRETARIAT The Meeting elected Mr. Anders Engström, Mayor of Kalmar as the first President of the Union and Mr. Michael Bouteiller - Mayor of Lübeck and Mr. Aleksandr Petukhow - Deputy Mayor of St.Peterburg as the Deputy Presidents for a two year period. The Meeting elected the Executive Board of the Union. The Meeting decided to located the Secretariat of the Union in Gdańsk for the first two year period. MEMBERSHIP FEE The Meeting decided that the membership fee should be at least 2,000 USD annually in advance per city. STATEMENT OF THE PRESIDENT OF THE UNION OF THE BALTIC CITIES The first President of the Union of the Baltic Cities gave the statement.
